Cooper expressed concern about the fact that flanker Chris Masoe had not been rested once this season, while skipper Rodney So'oialo had only been given one week off.
Collins, the injured forward in question, however, was benched for the first 64 minutes of the Cats match in round three and came off in the 73rd minute against the Blues in the season opener, but has also tirelessly toiled in every other match.
Collins didn't take part in a team training session on Wednesday and according to the Dominion Post, Cooper revealed the All Blacks flanker has a sore back and was "feeling a bit flat".
"He can't train," Cooper said. "He tried to train the other day and probably shouldn't have so we're just trying to manage him a bit. He's had a big workload – he's only had one rest."
Thomas Waldrom is expected to replace Collins if he doesn't start at Westpac Stadium.
Despite the match being of the utmost importance for the expected semi-final bound Hurricanes, Cooper said a rest for Collins was possible.
"We'll look at how he is and at the end of the day it's what's best for the team. If it means resting Jerry Collins then we'll rest him," he said.
