Taylor is back from a non-playing sabbatical, while Williams has recovered from a hamstring injury he suffered in the opening round of the competition.
Coach Rob Penney said having the pair back was 'fabulous'.
"They're both great Crusaders, and quality players and people. They add huge value when they're around and will add bounce and buoyancy which is great for us at the moment."
Fletcher Newell will play on the loosehead with them, giving the Crusaders an All Blacks front row. Two more All Blacks, George Bower and Owen Franks, will contribute from the bench.
Captain and lock Scott Barrett has recovered from a pulled muscle in his back that forced him from the field early in their loss to the Reds last week.
Cullen Grace, Corey Kellow and Christian Lio-Willie will be the starting loose forwards.
Noah Hothan will start at halfback, while David Havili will have another outing at first five-eighths, with Mitch Drummond and Rivez Reihana set to come on from the bench.
Johnny McNicholl continues at fullback, with Chay Fihaki and Sevu Reece playing on the wings.
Although the Crusaders are unfamiliar with being outside the top eight, Penney said that was irrelevant.
"The southern derby is a massive occasion for both sides.
"It's a long, and deeply held, tradition and it's something we'll do justice to."
